A Closed Meeting of Sarnia City Council will be held at 3:30 p.m. on Monday, June 17, 2019 in Committee Room #2, Sarnia City Hall.

Under sections 239 (2) (c) and (k) of the Municipal Act consideration will be given to two invitations to purchase property in the City, and the proposed sale of land in the Business and Research Park.

Under section 239 (2) (b) of the Municipal Act consideration will be given to a naming request and youth appointments to boards and committees.


PUBLIC NOTICE: Kaymar Crescent Traffic Calming

Sarnia City Council has directed City Staff to host a public meeting about traffic calming on Kaymar Crescent.  The purpose of the meeting is to review the concerns, discuss solutions, and get feedback on the options.  Various traffic calming alternatives will be discussed including converting a section of Kaymar Crescent to a one-way or one lane street.  Learn more at the public information session:

A recent survey of downtown parking identified that, while on-street parking is full in a few core blocks, there are plenty of available parking spaces available throughout the downtown.  The City is investigating the implementation of dynamically priced parking that would include charging for on-street parking while reducing or eliminating the cost for some off-street parking lots.  This would free up prime on-street parking for customers. The paid parking system would focus on convenience by allowing purchase by an app or pay-by-plate machines that accept credit cards. Pricing would be set in order to achieve a target occupancy rate ensuring that one or two spaces are available on each block at all times.  Potential revenue could be dedicated to funding improvements to downtown.

The Rapids Parkway Extension / Nature Trail Environmental Assessment

The City of Sarnia is undertaking a Schedule ‘C’ Environmental Assessment (EA) Study to extend The Rapids Parkway and Howard Watson Nature Trail from Sandpiper Drive to Exmouth Street under Highway 402 in the study corridor shown on this map.  This EA Study will select a preferred road and nature trail design to serve travel demands of motorists, cyclists, pedestrians and transit expected from planned development in the surrounding area between Highway 402 and Blackwell Road.  The road / trail extension has been planned by the City since the mid-1990’s.


A Public Information Centre drop-in will be held as follows to present preliminary Study information and receive public feedback:

Notice is hereby given that Sarnia City Council, at its regular meeting to be held on Monday, June 17, 2019 starting at 4:00 p.m. in the Council Chambers at City Hall, will consider the adoption of a Capital Budget and Finance Policy and a Strategic Corporate Asset Management Policy for the City of Sarnia.

The capital budget is a multi-year financial plan, forecasted over a ten year timeline. The budget provides for the planning of future financial resources required to finance capital expenditures. The capital budget should also identify the future financial resources to be allocated from the operating (revenue fund) budget to use and maintain the capital asset. The Capital Budget and Finance Policy supports a disciplined approach that reflects the City’s strategic plan of reducing its debt servicing. The capital budget will be reviewed by management and council to ensure the City has the financial capability to cover the costs over the long term, through its various sources of funding.

The purpose of the Strategic Corporate Asset Management Policy is to formally document the Corporation of the City of Sarnia’s commitment as a municipality, not only to O. Reg. 588/17, but to responsible asset management as a whole.  The goals, policy statement, and guiding principles shall frame all Corporate AM decisions and initiatives undertaken by the City of Sarnia with respect to municipal services and assets.

TAKE NOTICE that the Council of The Corporation of the City of Sarnia passed a Municipal-Wide Development Charges By-law on the 27th day of May, 2019 under subsection 2(1) of the Development Charges Act, 1997, S.O., 1997 c.27, as amended;

AND TAKE NOTICE that any person or agency may appeal to the Local Planning Appeals Tribunal under section 14 of the Act, in respect of the Development Charges By-law, by filing with the Clerk of The Corporation of the City of Sarnia on or before the 8th day of July, 2019 a notice of appeal setting out the objection to the by-law and the reasons supporting the objection.

Schedules “B-1” and “B-2” of By-law No. 89 of 2019 set out the residential and non-residential development charge rates for engineering-related services and community-related services, which came into effect on May 27th, 2019.

The Development Charges By-law applies to all lands within the boundaries of the City of Sarnia. The development charge rates are based on the service areas identified in Schedule “C” of the by-law.

Scrap Metal Transactions – Public Input Meeting

Notice is being given of a staff-led public meeting to be held at 5:00 p.m. on Wednesday, June 26, 2019 in Council Chambers, Sarnia City Hall for the purpose of receiving public input on the concept of a permitting process for scrap metal transactions.
