NOTICE OF PUBLIC MEETING

PROPOSED QUESTION ON BALLOT

Notice is being given that the Council of The Corporation of the City of Sarnia will hold a Public Meeting regarding a proposed By-Law to place a Question on the Ballot for the upcoming Municipal Election, under Section 8 of the Municipal Election Act, 1996 on Monday, February 26, 2018 at 5:00pm in Council Chambers, Sarnia City Hall.

Question: Are you in favour of the discontinuance of the fluoridation of the public water supply of this municipality?

Persons wishing to speak to this matter are required to notify the City Clerk on or before noon on Wednesday, February 21, 2018 in order to be placed on the agenda. Please contact clerks@sarnia.ca or call 519-332-0330 x3263 to register.

After receiving input from the public, Council will consider the adoption of the proposed by-law at its regular meeting on February 26, 2018.

If a majority of eligible electors vote on the question, and more than 50% of the votes on the question are “yes,” then the City must notify the Lambton Area Water Supply System (LAWSS) that the City’s position is to cease fluoridation. If the question is rejected, then the City must notify LAWSS that the City’s position is to continue fluoridation.

Under the Fluoridation Act, at least four of the six member municipalities of LAWSS must agree to cease fluoridation and adopt by-laws to that effect in order to implement an affirmative result of the question.

Within 20 days after the Clerk gives notice of the proposed by-law being passed, an appeal may be made by any person or entity to the Chief Electoral Officer of the Province of Ontario on the grounds the question is not clear, concise and neutral, or that the question is not capable of being answered in the affirmative or the negative and the only permitted answers to the question are “yes” or “no”. An appeal shall be made by filing a notice of appeal with the Clerk setting out the objections and the reasons in support of the objections, which shall be duly forwarded by the Clerk to the Chief Electoral Officer.

The applicant is requesting that the zoning on the subject land be amended from “Urban Residential 1 (UR1)” to an “Urban Residential 1-51 Site Zone (UR1-51)” to permit a rooming or boarding house with a maximum of seven (7) bedrooms as an additional permitted use.

The subject land has frontage of approximately 27.2m (89.14 ft.), depth of approximately 80.9m (265 ft.) and area of 2,198 m2 (0.543 acres), and is used for an existing one-storey, single-detached dwelling and accessory building.

Official Plan Amendment No. 8 and Rezoning Application 13-2017-85 of 2002 are submitted by Zelinka Priamo Ltd., on behalf of the owners.

Please be advised that applications have been received to convert the former St. Peter’s elementary school into a retirement community on the subject site (see AREA MAP). The proposal includes the conversion of the former school building into a 28 unit retirement home and a new 4 storey addition to the east of the school with 75 additional retirement home units.

More specifically, the applicant has proposed the following amendments to the Official Plan and Zoning By-law:

  1. Amend the Official Plan by changing the designation of the lands from Urban Residential to Apartment Residential.
  2. Amend Zoning By-law 85 of 2002 by changing the zoning of lands from “Urban Residential 2-1 (UR2-1)” to a site-specific “Urban Residential 5-28 (UR5-28)” zone that would permit a retirement home and provide the following zoning regulations:
    1. Minimum front yard setback of 6.0 metres
    2. Maximum lot coverage of 43.3%
    3. Minimum landscaped open space of 32%
    4. Minimum side yard setback of 1.4 metres
    5. Density of 108 units per hectare
    6. Minimum of 52 parking spaces

Audio Recording of Closed Meetings of Sarnia City Council

Notice is hereby given that Sarnia City Council will consider a policy regarding the audio recording of Closed Meetings at its meeting to be held on Monday, February 26, 2018. The proposed policy may be seen at clerks.smartsarnia.com.

On February 26, 2018, Sarnia City Council will also consider an amendment to By-Law #27 of 1996 ‘A By-Law to Delegate Certain Routine Approvals’ which would delegate authority to the City Clerk to audio record closed meetings. The proposed by-law amendment may be seen at clerks.smartsarnia.com.

COUNCIL ACCEPTING APPLICATIONS TO THE MITTON VILLAGE COMMUNITY DEVELOPMENT (MVCD) ADVISORY COMMITTEE

The City of Sarnia is currently seeking applicants for a newly established working group to implement the Mitton Village Community Development Advisory Committee.

On January 15, 2018 Sarnia City Council passed a motion to direct staff to proceed with implementation of the committee with a mandate to provide information and advice on Policy and directions to support the revitalization of Mitton Village; review and provide input and comment on initiatives impacting the Mitton Village area; and to identify opportunities and develop community-wide partnerships that support the revitalization of the Mitton Village area.

Applications are welcome from members of the public, members of the Mitton Village business community, and/or Mitton Village residents.

The membership term for the Advisory Committee shall be two (2) years or as determined by Council.

PUBLIC NOTICE: The Rapids Parkway Road, Sewer, and Watermain Extension

The City of Sarnia is designing the extension of The Rapids Parkway and the sewer and watermain underneath the road.  Phase 1 involves the extension of watermain and rerouting of sanitary forcemain under Highway 402 (to occur 2018/2019). Phase 1 will have temporary impact to the trail. Phase 2 will involve a permanent shift of the trail due to the extension of The Rapids Parkway.
